VACANCY 03/03/2017 FINANCE & PERSONNEL OFFICER

The Pacific Islands of Non-Government Organization (PIANGO) is the regional network of national umbrella NGOs. It has national focal points and coordinating bodies known as National Liaison Units (NLUs) in 24 countries and territories throughout the Pacific. PIANGO has served the Pacific through strengthening and building the capacity of the civil society sector for over 25 years.

PIANGO was formally established in 1991 to assist Pacific NGOs to initiate collective action, give voice to their concerns and work collaboratively with other development actors for just and sustainable development. PIANGO gives voice to NLUs and Pacific CSOs through representation to regional and international fora, engage in policy advocacy and policy formulation, facilitate leadership development for the civil society sector and provide technical support on organisational development and institutional strengthening.

The key theme for PIANGO is Rethinking Development, Reshaping the Pacific we Want, in addressing our identity and solidarity as Pacific peoples, strengthening our collective resolve to challenge prevailing development paradigms that erode the basis of our existence and to reshape the Pacific we want.

The 2016 PIANGO Council elected a new Board of Directors and adopted new strategic directions for 2017-2020 with the following priority focus areas:

  1. Strengthening CSO Platform in the Pacific
  2. Development Effectiveness
  3. Action Research and Policy Advocacy
  4. Pacific Developmental Leadership
  5. CSO Capacity Strengthening

As part of its re-organisation, PIANGO is looking to hire suitably qualified and dynamic individuals to fill the following positions:

DUTIES AND RESPONSIBILITIES

  1. Management of budgets for all programme/project using MYOB;
  2. Revision of budget estimates and recommending adjustments to programmes/project budgets;
  3. Timely payments of FNPF and PAYE and Timely lodgement of EMS;
  4. Timely and accurate processing of staff wages and salaries;
  5. Provide logistic and finance monitoring support to Programme staff – local/overseas;
  6. Management of personnel matters, including monitoring of performance contracts
  7. Proper filing of finance documents;
  8. Proper management of petty cash;
  9. Management of fixed asset and register;
  10. Fortnightly preparation of cheques and as required;
  11. Reconciliation with staff on all funds given to them for office/project/meeting/workshop/seminar/country mission use
  12. Maintenance of payable and receivables;
  13. Contribute to the organization of PIANGO meetings.

Qualification, experience and competencies

  1. Bachelor’s Degree in Finance, Accounting or related field or over 5 successful years as a Finance Officer in a regional CSO
  2. Is capable of carrying out all the tasks required of a finance team member
  3. Comfortable in assuming leadership and management roles in finance and programming
  4. Understands and can promote the PIANGO values and approaches to development with a commitment to the people of the Pacific Islands
  5. Proficient in Microsoft Excel and PowerPoint
  6. Demonstrated innovative and critical thinking skills
  7. Able to work on multiple projects simultaneously
