PIANGO was formally established in 1991 to assist Pacific NGOs to initiate collective action, give voice to their concerns and work collaboratively with other development actors for just and sustainable development.  PIANGO gives voice to NLUs and Pacific CSOs through representation to regional and international fora, engage in policy advocacy and policy formulation, facilitate leadership development for the civil society sector and provide technical support on organizational development and institutional strengthening.

The following Vacancies are available:

 

  1. Programme Officer – PFM and Development Effectiveness

 

Successful candidate is expected to lead:

  • Coordinate PIANGO’s Public Finance Management work in the region
  • Lead PIANGO’s work on monitoring Effective Development Cooperation

 

Description of Responsibilities:

Under the supervision of the Programme Manager and to perform the following:

  • Accompany/Engage the PIANGO Technical Advisor on developing a Citizen- Budget Guide and contextualized Public Finance and Development Effectiveness tools as a means to transfer the skills and knowledge within the Secretariat and members across the region;
  • Work with the PIANGO member NLU cohorts to update Citizen Budget Guide to capture their learnings and to pilot the contextualized tools;
  • Accompany the PIANGO NLU Cohorts through mentoring and guidance when updating their Citizen Budget Guide using a capacity strengthening approach;
  • Analyse/Review the engagement of NLUs in the PFM Process;
  • Support the regional forum for PIANGO NLUs to share experience and learning on citizen engagement in the PFM process;
  • Monitor and lead the implementation of the PIANGO Regional Code of Accountability and provide capacity strengthening training on the governance and accountability of PIANGO NLUs
  • Support a regional training on project management and network management with PIANGO NLUs and CSO partners.
  • Support PIANGO NLUs and CSO partners in monitoring the implementation of the SDGs in country; especially on the enabling space for CSO engagement in the process.
  • Lead PIANGO’s work on establishing a regional CSO Observatorio that monitors the effective development cooperation in the region.
  • Organise meetings, events, conference calls, developing collective content positions and supporting collective advocacy work towards the relevant regional target;
  • Develop and maintain effective working relationships with PIANGO key stakeholders, partners, and funders with a particular focus on the needs of the National Liaison Units;
  • Contribute to the preparation and submission of funding proposals as required;
  • Represent and advocate on behalf of PIANGO at relevant international forums and meetings as directed by the Programme Manager;
  • Prepare monthly and periodic reports as required for the Management Team, the PIANGO Board and Funding Donors;

 

Qualifications, experience and competencies

 

  1. Bachelor’s Degree preferably in Economics with at least five (5) years’ experience in Public Finance Management (PFM) work;
  2. At least 3 – 5 years of in-depth working experience in the development sector and preferably in the Not-For-Profit sector;
  3. Sound understanding of national budget process and development cooperation.
  4. Experience in developing resource materials or toolkits that is easy to use and understand;
  5. Background in research, training, mentoring and coaching is highly preferable;
  6. Computer skills with good knowledge of Microsoft software products;
  7. Strong analytical and reporting skills;
  8. Personal qualities desirable for the role – strong interpersonal skills, highly organized with well-honoured time management skills and strong attention to details. Highly expected to work as part of a team and contribute to building the culture of learning and take pride in developing and improving systems.
  9. Ability to work under pressure and meet tight deadlines and expected to travel outside of work place.

  1. Programme Officer – Research and Policy

 

Description of Responsibilities

Under the supervision of the Programme Manager and to perform the following:

  • Carry out research and policy advocacy activities related to PIANGO’s approved strategic plan priorities related to the 4 areas of focus;
  • Support the Programme Manager in securing research partnership for the organization;
  • Incorporate Pacific Research methodologies for any research projects secured by PIANGO;
  • Provide an accompaniment approach and training to PIANGO NLUs to strengthen their research capabilities;
  • Lead the development and preparation of policy submissions, policy positions for approval of the Executive Director and PIANGO Board
  • Develop and maintain effective working relationships with PIANGO key stakeholders, partners, and funders with a particular focus on the needs of the National Liaison Units;
  • Providing briefing papers and regular updates of policy developments at the regional and international levels that impact on PIANGO’s work and NLUs;
  • Organise meetings, events, conference calls, developing collective content positions and supporting collective advocacy work towards the relevant regional target;
  • Monitor the discussion on Agenda 2030, 2050 Strategy and other regional related strategies, and provide information to NLUs and Partners on progress at the regional level;
  • Contribute to the preparation and submission of funding proposals as required;
  • Represent and advocate on behalf of PIANGO at relevant international forums and meetings as directed by the Programme Manager;
  • Prepare monthly and periodic reports as required for the Management Team, the PIANGO Board and Funding Donors;

 

Qualification, Experience & Competency

  • Bachelor’s Degree in the social sciences with over 3 successful years as an advocate at national, regional and preferably at international levels;
  • Demonstrated success in research work, policy formulation, policy analysis and policy advocacy;

  1. Programme Officer – Comms and Advocacy

 

Successful candidate is expected to lead communication work on PFM:

  • Support the Vaka Pasifika project in communication
  • Ensuring that the communication is aligned to PIANGO, UNDP and EU standards.
  • Assist PIANGO in the implementation of its Communication Strategy.

 

DUTIES AND RESPONSIBILITIES

  • Revise, update and implement PIANGO’s Regional Communication Strategy;
  • Production of PIANGO press releases, regular news bulletins, email or web-based updates, and publications including flyers, posters, and/or booklets and coordinating publication schedule to ensure dissemination of information to networks and partners through the PFM project;
  • Develop and implement strategies to enhance PIANGO’s corporate image and public profile, communicating accurate messages that portray PIANGO positively and in good light which may include organising events to enhance the visibility of PIANGO including the PFM project;
  • Coordinate the preparation and publication of the PIANGO’s Annual Report including audited financial statements;
  • Establish and coordinate a network of NLU & CSO Communications and ICT Officers Network and co-develop and co-facilitate Communications and ICT training to NLUs and partners;
  • Develop and manage data bases, email Lists and Subscriptions for the PFM project;
  • Maintain and promote relevant information technology for communication, such as user- friendly and interactive website, that will (i) assist PIANGO’s communication around its core strategies and (ii) also support NLUs in their use of relevant information technology;
  • Monitor and update website information and images and manage social media pages and ensure regular posting of appropriate articles (including PFM) to the PIANGO News and websites.
  • Coordinate Online Forums on PFM and identify and support forum moderators for specific interest groups (such as gender, youth, climate change, Pacific Plan, deep sea mining);
  • Conduct research on the perceptions and attitudes of target audience to develop effective communication programs, analyse the political, economic and social trends before making the appropriate recommendations from the findings. Part of the research may involve the collation and analysis of media coverage of PIANGO. Collect, research and prepare communication materials for external and internal audiences.

 

Qualification, experience and competencies

  • Preferably a Bachelor’s degree with knowledge and experience in communication, monitoring and evaluation, development advocacy & analysis
  • Proven 3 years or more of successful achievements in the social sciences or development sector with 2 years of experience
  • Capable of designing the different log frames and reporting frameworks
  • Understands and can promote the PIANGO values and approaches to development with a commitment to the people of the Pacific Islands
  • Proven strategic planning, monitoring and evaluation experience
  • Computer skills with good knowledge of Microsoft software products

  1. Finance Officers (2 positions)

 

Under the supervision of the Finance/Admin Manager and to perform the following:

 

Duties and Responsibilities

 

  • Assist in preparing of quarterly financial report;
  • Coordinate the financial implementation of donor funding and office annual budget
  • Provide project financial advice to the Finance Manager;
  • Represent PIANGO in meetings, activities and other events
  • Provide administrative support including; general office management, attending to PIANGO members’ needs, maintaining filing records and data entry;

 

  • Coordinate and execute financial transactions and activities, such as paying bills, invoicing, payroll and annual budget planning. Assist in the audit process by providing information and data as requested.
  • Provide in-house training to PIANGO’s members on financial activities;
  • Assist the Finance Manager in preparing economic and financial analytical report and advice
  • Represent PIANGO at events, meetings or activities upon instructions from the Ex. Director

 

Qualification, Experience & Competency

 

  • Degree or Diploma qualification in finance/economic with atleast 5 years work experiences in the field
  • Have a sound knowledge on MYOB software and its applications
  • Good written and oral communication skills
  • High-level attention to detail and accuracy
  • Computer skills with good knowledge of Microsoft software products
  • Presentable attitudes
  • Sound time and management skills

 

  1. Programme Assistant – Executive Administration

 

Under the supervision of the Finance/Admin Manager and to perform the following:

 

Duties and Responsibilities

 

  • Provide the executive secretariat support role to the Executive Director
  • Manage correspondences relating to meetings, appointments, travels, invitations, mails directed to the Executive Director and Board
  • Manage inward/outward flow of correspondences and daily schedule of the Executive Director and ensure that the office mail box is cleared in a reasonable manner
  • Manage PIANGO filing system both manual and digital
  • Prepare mission requests and compiling of report preparations and financial acquittals for Executive Director
  • Compile of meeting papers for the Executive Director and for Board meetings
  • Managed office supplies and ensure that necessary inventory measures are in place
  • Contribute to the organization of PIANGO meeting
  • Develop and maintain effective working relationships with PIANGO key stakeholders, partners, and funders with particular focus on the needs of NLU
  • Contribute to the implementation of PIANGO Strategic Plan and work closely with staff members to develop and implement strategies to enhance PIANGO corporate image and public profile
  • Represent PIANGO at events, meetings or activities upon instructions from the Executive Director
