MANAGER FINANCE AND ADMINISTRATION
The Pacific Islands Association of Non-Governmental Organisations (PIANGO) is a regional network of national umbrella NGO focal points or coordinating bodies known as National Liaison Units (NLUs). The network and its secretariat was formally established in 1991 to address and give voice to national membership needs that are best addressed regionally such as facilitating and supporting coalitions and alliances on issues of common concern and strengthening the influence and impact of NGO efforts in the region. Since then its membership base has grown to include NLUs in 22 Pacific Island countries and territories.
PIANGO is in a period of growth and is looking to consolidate its efforts, to better fulfil its mandate towards its network particularly in its 4 strategic areas of focus: Information sharing, NGO capacity building, improving stakeholder relations and ensuring quality performance.
To contribute towards this development, PIANGO is seeking to recruit a highly motivated person for the above position.
Key Duties and Responsibilities
Finance
- Timely preparation of monthly financial, management reports, budgeting, cash flow forecasting, analyses of financial data against performance and projections.
- Ensure all donor reports and acquittals are submitted as contractually required.
- Manage cashflow to ensure efficient use of funds, adequate cashflow for day to day operations.
- Ensure transactions are approved and posted in accordance with standard accounting regulations and in line with management policy/contracts and approved budget allocation.
- Organise and facilitate annual financial audits.
- Ensure all financial records and supporting documents are secure and attached to relevant payments to facilitate smooth annual financial and donor audits.
- Recommend, develop and maintain relevant systems to ensure integrity of financial system and data.
- Assist programme managers in the development of their budgets and reports.
- Recommend necessary changes in policy and systems as required to fulfilling organization needs.
Administration
- Organise the annual board meetings, triennial Council meetings and other stakeholder meetings as may be required from time to time
- Assist Programme Managers with their respective annual programme meetings.
- Oversee the day to day operations of the PIANGO Secretariat and supervision of any finance and admin staff.
- Responsible for the maintenance and security of the assets of the Secretariat and ensure compliance with Occupational Health and Safety regulations
- Proper maintenance and filing of official records and integrity of the IT system
- Develop contracts and agreements as required.
- May be required to deputise in the absence of the Executive Director
Qualifications and Experience
Degree in Accounting with 5 years relevant experience or Diploma in Accounting with 10 years relevant experience. Should have advanced MYOB skills, high computer literacy particularly in the use of Microsoft excel and word. Must be able to communicate (written and verbal) at all levels.
Remuneration
This is a key management position and will be pegged to the PIANGO management salary range, depending on qualifications and experience.
