PIANGO VACANCIES

The Pacific Islands of Non-Government Organization (PIANGO) is the regional network of national umbrella NGOs. It has national focal points and coordinating bodies known as National Liaison Units (NLUs) in 24 countries and territories throughout the Pacific. PIANGO has served the Pacific through strengthening and building the capacity of the civil society sector for over 25 years.

PIANGO was formally established in 1991 to assist Pacific NGOs to initiate collective action, give voice to their concerns and work collaboratively with other development actors for just and sustainable development. PIANGO gives voice to NLUs and Pacific CSOs through representation to regional and international fora, engage in policy advocacy and policy formulation, facilitate leadership development for the civil society sector and provide technical support on organisational development and institutional strengthening.

The key theme for PIANGO is Rethinking Development, Reshaping the Pacific we Want, in addressing our identity and solidarity as Pacific peoples, strengthening our collective resolve to challenge prevailing development paradigms that erode the basis of our existence and to reshape the Pacific we want.

The 2016 PIANGO Council elected a new Board of Directors and adopted new strategic directions for 2017-2020 with the following priority focus areas:

As part of its re-organisation, PIANGO is looking to hire suitably qualified and dynamic individuals to fill the following positions:

VACANCY 01/03/2017 – PROGRAMME MANAGER

We are looking for an experienced Programme Manager to organise and coordinate programmes. The incumbent will be responsible and accountable to the Executive Director for the planning, implementation, monitoring and impact assessment of programmes and project activities and the direct supervision of Programme staff.

KEY RESPONSIBILITIES

  1. Lead the implementation of PIANGO’s Strategic Plan in accordance with organization’s mission, core values and beliefs;
  2. Ensure the effective and efficient management of the day to day operations of the Programme and Policy Advocacy areas including staff supervision;
  3. Develop and maintain strong working relationships with PIANGO key stakeholders, with a particular focus on the National Liaison Units;
  4. Assist the Executive Director in engaging with bilateral and multilateral donor partners, international NGOs and intergovernmental regional organizations;
  5. Continuously monitor and recommend to the Executive Director necessary changes to adapt PIANGO’s plans and activities to respond to changing circumstances and priorities of NLUs, NGOs and the wider civil society sector in the Pacific;
  6. Lead the preparation and submission of funding proposals as required;
  7. Represent and advocate on behalf of PIANGO at relevant international forums and meetings as directed by the Executive Director;
  8. Prepare monthly and periodic reports as required for the Management Team, the PIANGO Board and Funding Donors;
  9. Perform other duties as required from time to time by the PIANGO Executive Director including deputising at meetings and carrying out the role of Acting Executive Director;

Qualification, experience and competencies

  1. Post Graduate qualification in Not for Profit or Programme Management with 2 years of successful program management experience or a relevant Bachelor’s degree with more than 5 years of relevant experience including in a regional or national CSO;
  2. Demonstrated successful management of programmes and policy advocacy at national but preferable taking an active role in regional and global settings
  3. Demonstrated team player with a vision to take CSO programs to the next generation
  4. Understands and can promote the PIANGO values and approaches to development with a commitment and passion to serve the people of the Pacific Islands
  5. Proven strategic planning experience at the management level
  6. Proficient in Microsoft Excel and PowerPoint
  7. Demonstrated creative and critical thinking skills
  8. Ability to work on multiple projects simultaneously

VACANCY 02/03/2017 FINANCE MANAGER

We are looking for an experienced Finance Manager to be responsible for reviewing financial reports, monitoring accounts and financial forecasts. The Finance Manager will also investigate ways to improve profitability, and analyse markets for funding and partnership opportunities,   The incumbent will be responsible and accountable to the Executive Director for Corporate Services and the direct supervision of finance and administration staff.

KEY RESPONSIBILITIES

  1. Assist the Executive Director to develop and implement strategies to strengthen the financial resource base of the Secretariat and ensure the ongoing growth and development of PIANGO network;
  2. Ensure the effective and efficient management of the day to day operations of the finance and administration areas including staff supervision;
  3. Oversight of PIANGO’s organisational and project budget development;
  4. Lead the preparation of the Secretariat’s annual work plan and budgets for approval by the PIANGO Board;
  1. Assist the Executive Director in engaging with bilateral and multilateral donor partners, international NGOs and intergovernmental regional organizations;
  2. Assist the programme Manager in the preparation and submission of funding proposals as required;
  3. Represent and advocate on behalf of PIANGO at relevant international forums and meetings as directed by the Executive Director;
  4. Prepare monthly and periodic financial reports as required for the Management Team,  the PIANGO Board and Funding Donors;
  5. Perform a variety of advanced financial analyses to determine present and forecasted financial health of the organisation
  6. Be responsible for the external audits of the organisation’s accounts and Examine financial and legal documents to verify accuracy and adherence to financial regulations and acceptable financial principles
  7. Perform other duties as required from time to time by the PIANGO Executive Director including deputising at meetings and carrying out the role of Acting Executive Director;

Qualification, experience and competencies

  1. MBA, Bachelor’s Degree in Finance, Accounting or related field required (Chartered Accountant preferred)
  2. 5+ years’ experience in a financial management position
  3. Understands and can promote the PIANGO values and approaches to development with a commitment to the people of the Pacific Islands
  4. Proven strategic planning experience at the management level
  5. Proficient in Microsoft Excel and PowerPoint

VACANCY 03/03/2017 FINANCE & PERSONNEL OFFICER

DUTIES AND RESPONSIBILITIES

  1. Management of budgets for all programme/project using MYOB;
  2. Revision of budget estimates and recommending adjustments to programmes/project budgets;
  3. Timely payments of FNPF and PAYE and Timely lodgement of EMS;
  4. Timely and accurate processing of staff wages and salaries;
  5. Provide logistic and finance monitoring support to Programme staff – local/overseas;
  6. Management of personnel matters, including monitoring of performance contracts
  7. Proper filing of finance documents;
  8. Proper management of petty cash;
  9. Management of fixed asset and register;
  10. Fortnightly preparation of cheques and as required;
  11. Reconciliation with staff on all funds given to them for office/project/meeting/workshop/seminar/country mission use
  12. Maintenance of payable and receivables;
  13. Contribute to the organization of PIANGO meetings.

 

Qualification, experience and competencies

  1. Bachelor’s Degree in Finance, Accounting or related field or over 5 successful years as a Finance Officer in a regional CSO
  2. Is capable of carrying out all the tasks required of a finance team member
  3. Comfortable in assuming leadership and management roles in finance and programming

VACANCY 04/03/2017 – PROGRAMME OFFICER (CAPACITY BUILDING)

DUTIES AND RESPONSIBILITIES

  1. Coordinate and carry out programme and project activities related to PIANGO’s approved strategic plan priorities related to the 5 areas of focus.
  2. Lead the development and implementation of the PIANGO Code of Minimum Standards to be rolled out in PIANGO member countries;
  3. Conduct mapping and capacity building assessment of NLUs and implement capacity building training and support activities;
  4. Develop and maintain strong working relationships with PIANGO key stakeholders, with a particular focus on the National Liaison Units
  5. Coordinate programme activities related to the CSO Partnership for Development Effectiveness project and the International Forum for National Platforms and ensure that NLUs benefit directly from these activities;
  6. Contribute to the planning and successful organisation of the 2017 International Civil Society Week.
  7. Coordinate CPDE regional advocacy within the joint project, to ensure effective and coordinated advocacy work, information exchange and policy analysis across the countries prioritised and to ensure all organisations participating in CPDE within the Pacific region are able to fully participate in the CPDE and other related global networks and campaigns.
  8. Responsible for outreach and communication within the region specifically with NLUs and PIANGO partners and stakeholders on PIANGO programme activities, facilitating inter-regional exchange;
  9. Organise meetings, events, conference calls, developing collective content positions and supporting collective advocacy work towards the relevant regional target;
  10. Monitor the discussion on Agenda 2030, Pacific 2030, Framework for Pacific regionalism, and provide information to NLUs and Partners on progress at the regional level;
  11. Contribute to the preparation and submission of funding proposals as required;
  12. Represent and advocate on behalf of PIANGO at relevant international forums and meetings as directed by the Programme Manager;
  13. Prepare monthly and periodic reports as required for the Management Team, the PIANGO Board and Funding Donors;

VACANCY 05/03/2017 – PROJECT OFFICER (INFORMATION &COMMUNICATIONS) 

DUTIES AND RESPONSIBILITIES

  1. Revise, update and implement PIANGO’s Regional Communication Strategy;
  2. Production of PIANGO press releases, regular news bulletins, email or web-based updates, and publications including flyers, posters, and/or booklets and coordinating publication schedule to ensure dissemination of information to networks and partners;
  3. Develop and implement strategies to enhance PIANGO’s corporate image and public profile, communicating accurate messages that portray PIANGO positively and in good light which may include organising events to enhance the visibility of PIANGO;
  4. Coordinate the preparation and publication of the PIANGO’s Annual Report including audited financial statements;
  5. Establish and coordinate a network of NLU & CSO Communications and ICT Officers Network and co-develop and co-facilitate Communications and ICT training to NLUs and partners;
  6. Develop and manage data bases, email Lists and Subscriptions;
  7. Maintain and promote relevant information technology for communication, such as user- friendly and interactive website, that will (i) assist PIANGO’s communication around its core strategies and (ii) also support NLUs in their use of relevant information technology;
  8. Monitor and update website information and images and manage social media pages and ensure regular posting of appropriate articles to the PIANGO News and websites.
  9. Coordinate Online Forum and identify and support forum moderators for specific interest groups (such as gender, youth, climate change, Pacific Plan, deep sea mining);
  10. Conduct research on the perceptions and attitudes of target audience to develop effective communication programs, analyse the political, economic and social trends before making the appropriate recommendations from the findings. Part of the research may involve the collation and analysis of media coverage of PIANGO. Collect, research and prepare communication materials for external and internal audiences.

Qualification, experience and competencies

  1. Preferably a Bachelor’s degree with knowledge and experience in communication, monitoring and evaluation, development advocacy & analysis
  2. Proven 5 years or more of successful achievements in the social sciences or development sector with 5 years of experience
  3. Capable of designing the different log frames and reporting frameworks

  5. Proven strategic planning, monitoring and evaluation experience

VACANCY 06/03/2017 PROJECT OFFICER (ICSW 2017)

DUTIES AND RESPONSIBILITIES

  1. Implement PIANGO’s responsibilities as the local convenor and serve as the focal point for local preparation, hosting and delivery of the International Civil Society Week on 4-9th December, 2017 (ICSW 2017);
  2. Assist in securing core funds and in-kind donations to ensure the success of ICSW 2017;
  3. Contribute to and implement fundraising strategies and actively approach relevant potential event partners, donors and sponsors;
  4. Develop a clear concept note to articulate the benefits for partners, donors and sponsors of support to ICSW 2017 in Fiji;
  5. Ensure reporting is done in a timely and professional manner, following the different formats and monitoring and evaluation requirements the different partners, donors and sponsors need;
  6. Prepare and manage budgets and finances in consultation with and for sign-off by the Executive Director;
  7. Assist in the selection of service providers, manage and take responsibility for contracts with the venues, and other service providers;
  8. Manage relations with delegates ensuring suitable accommodation options, catering and other practical arrangements are fully provided for;
  9. Manage visa and other legal/ technical arrangements for delegates;
  10. Lead in liaising with the local police, immigration, local authorities and community in general in facilitating delegates’ security, visa, and any relevant aspects arising from ICSW being hosted in Suva, Fiji;
  11. Identify, orientate and coordinate volunteers.
  12. Organise the social and cultural elements of ICSW 2017, such as an opening ceremony, a cultural tour of the city and other cultural activities – in consultation with CIVICUS.
  13. Lead national and regional ICSW outreach and on development of communications materials with CIVICUS team, and assist CIVICUS with the website hosting, development and content management.
  14. Actively promote ICSW through all PIANGO publicity means and networks.

Qualification, experience and competencies

  1. Bachelor’s Degree in the social sciences with over 3 successful years as an advocate of CSOs or related experience
  2. Demonstrated successful organisation of regional or international meetings/events

VACANCY 07/03/2017 PROJECT OFFICER (POLICY ADVOCACY)

DUTIES AND RESPONSIBILITIES

  1. Carry out research and policy advocacy activities related to PIANGO’s approved strategic plan priorities related to the 5 areas of focus;
  2. Under the guidance of the Programme Manager and work with the programme team to identify and develop key policy areas; assembling, interpreting and analysing information
  3. Lead the development and preparation of policy submissions, policy positions for approval of the Executive Director and PIANGO Board
  4. Conduct policy mapping and capacity building assessment of NLUs and implement capacity building training and support activities in policy influencing and advocacy;
  5. Develop and maintain effective working relationships with PIANGO key stakeholders, partners, and funders with a particular focus on the needs of the National Liaison Units;
  6. Providing briefing papers and regular updates of policy developments at the regional and international levels that impact on PIANGO’s work and NLUs;
  7. Organise meetings, events, conference calls, developing collective content positions and supporting collective advocacy work towards the relevant regional target;
  8. Monitor the discussion on Agenda 2030, Pacific 2030, Framework for Pacific regionalism, and provide information to NLUs and Partners on progress at the regional level;
