VACANCY 17/11/2021 – Finance & Administration Officer

The Pacific Islands Association of Non-Governmental Organisation (PIANGO) is a regional network of national umbrella NGOs.  It has national focal points and coordinating bodies known as National Liaison Units (NLUs) in 24 Countries and Territories throughout the Pacific. PIANGO has served the Pacific through strengthening and building capacity of the civil society sector for 30 years.

PIANGO was formally established in 1991 to assist Pacific NGOs to initiate collective action, give voice to their concerns and work collaboratively with other development actors for just and sustainable development. PIANGO gives voice to NLUs and Pacific CSOs through representation to regional and international fora, engage in policy advocacy and policy formulation, facilitate leadership development for the civil society sector and provide technical support on organizational development and institutional strengthening.

PIANGO seeks a dynamic and results-oriented finance professional with extensive experience in Not- For-Profit Organisational finance and transaction services to join our team.

 

Finance and Administration Officer:

Reporting to the Finance Manager, you will be responsible for the following duties:

  1. Oversee the administration operations of the Office in effectively aligning to policies and procedures
  2. Engagement support to the Monitoring and evaluation of programme and management
  3. Contribute to organizing and lead in managing of logistic of meetings and workshops at national, regional and international levels
  4. Maintain and update salaries/consultancy fees for staff, contractors and consultants;
  5. Ensure that proper filing of finance documentations and programmes related activities reports;
  6. Ensure documentation relating to payments are duly approved and timely payments ofFNPF, PAYEE and lodgment of EMS;
  1. Maintain a proper system for managing petty cash;
  2. Manage and register fixed assets to meet auditing requirements;
  3. Fortnightly preparation of cheques and as required;
  4. Reconciliation with staff on all funds given to them for office, project, meeting, workshop, seminar or country mission using designed template and approved forms;
  5. Managing of payables and receivables;
  6. Regular follow up with suppliers for proper invoices, statement and assist in preparation of payment;
  7. Support in the preparation of finance reports to management and Board;
  8. Assist with developing of budget for programmes in line with the overall annual budget;
  9. Ensure that transactions are properly aligned to MYOB financial system and enter financial transactions to the system;
  10. Support the programme team in developing and monitoring of project budget during implementation and project reporting;
  11. Support capturing of best practices during staff debriefing, reflections and staff development retreats;
  12. Response to general enquiries via email, telephone, website and office visits;

 

Qualification, experience and competencies

  1. Advanced Diploma in strategic development fields, finance, Business Administration or similar field;
  2. At least 5 – 8 years of relevant experience in development work, which should include finance and programme management, preferably with an extended experience in any of the Civil Society work at national and regional lev
  3. Managerial experience to include analytical and writing skills, teamwork and people skills, communication and interpersonal
  4. Good negotiation and problem-solving skills
  5. Fluency in English – both speaking and writing
  6. IT skills – proficiency in standard computer software (work-processing, excel, presentations, databases and internet) and computerized financial systems preferably MYOB
