VACANCY 01/03/2017 – PROGRAMME MANAGER

The Pacific Islands of Non-Government Organization (PIANGO) is the regional network of national umbrella NGOs. It has national focal points and coordinating bodies known as National Liaison Units (NLUs) in 24 countries and territories throughout the Pacific. PIANGO has served the Pacific through strengthening and building the capacity of the civil society sector for over 25 years.

PIANGO was formally established in 1991 to assist Pacific NGOs to initiate collective action, give voice to their concerns and work collaboratively with other development actors for just and sustainable development. PIANGO gives voice to NLUs and Pacific CSOs through representation to regional and international fora, engage in policy advocacy and policy formulation, facilitate leadership development for the civil society sector and provide technical support on organisational development and institutional strengthening.

The key theme for PIANGO is Rethinking Development, Reshaping the Pacific we Want, in addressing our identity and solidarity as Pacific peoples, strengthening our collective resolve to challenge prevailing development paradigms that erode the basis of our existence and to reshape the Pacific we want.

The 2016 PIANGO Council elected a new Board of Directors and adopted new strategic directions for 2017-2020 with the following priority focus areas:

  1. Strengthening CSO Platform in the Pacific
  2. Development Effectiveness
  3. Action Research and Policy Advocacy
  4. Pacific Developmental Leadership
  5. CSO Capacity Strengthening

As part of its re-organisation, PIANGO is looking to hire suitably qualified and dynamic individuals to fill the following positions:

We are looking for an experienced Programme Manager to organise and coordinate programmes. The incumbent will be responsible and accountable to the Executive Director for the planning, implementation, monitoring and impact assessment of programmes and project activities and the direct supervision of Programme staff.

KEY RESPONSIBILITIES

  1. Lead the implementation of PIANGO’s Strategic Plan in accordance with organization’s mission, core values and beliefs;
  2. Ensure the effective and efficient management of the day to day operations of the Programme and Policy Advocacy areas including staff supervision;
  3. Develop and maintain strong working relationships with PIANGO key stakeholders, with a particular focus on the National Liaison Units;
  4. Assist the Executive Director in engaging with bilateral and multilateral donor partners, international NGOs and intergovernmental regional organizations;
  5. Continuously monitor and recommend to the Executive Director necessary changes to adapt PIANGO’s plans and activities to respond to changing circumstances and priorities of NLUs, NGOs and the wider civil society sector in the Pacific;
  6. Lead the preparation and submission of funding proposals as required;
  7. Represent and advocate on behalf of PIANGO at relevant international forums and meetings as directed by the Executive Director;
  8. Prepare monthly and periodic reports as required for the Management Team, the PIANGO Board and Funding Donors;
  9. Perform other duties as required from time to time by the PIANGO Executive Director including deputising at meetings and carrying out the role of Acting Executive Director;

Qualification, experience and competencies

  1. Post Graduate qualification in Not for Profit or Programme Management with 2 years of successful program management experience or a relevant Bachelor’s degree with more than 5 years of relevant experience including in a regional or national CSO;
  2. Demonstrated successful management of programmes and policy advocacy at national but preferable taking an active role in regional and global settings
  3. Demonstrated team player with a vision to take CSO programs to the next generation
  4. Understands and can promote the PIANGO values and approaches to development with a commitment and passion to serve the people of the Pacific Islands
  5. Proven strategic planning experience at the management level
  6. Proficient in Microsoft Excel and PowerPoint
  7. Demonstrated creative and critical thinking skills
  8. Ability to work on multiple projects simultaneously
  9. Strong communication and presentation skills
